The point is not specifically that these will cure all the ills, rather that the budget needs to be gone through with a fine tooth comb. Like we do in the real (corporate) world. Crap like this doesn't fly.
Things add up - does the school department need to spend $5K/ year dry cleaning police uniforms? $100K per year in travel? Did the school department need to "prepay" for $228K in printers from 2016 funds? Or was this just a case of "we came in under budget so we spent it"? If you keep over budgeting and then over spending to meet the budget then you will never get ahead.
You can bitch and moan all you want about the funding but to sit back and cry poor mouth while never looking at expenditures is pretty crappy.

prepaying for needed capital items is extremely cost efficient based on pre buy pricing
Very good move. You still need paper and capital items etc.
Items break down all the time.

The largest costs are always salaries and benefits in any line item
the other line items pale in comparison
There is only so much you can cut
Outsourcing is not always the best answer and many times is more costly

I'm not bitching and moaning and you have some valid points. I believe there was a valid budget reason to prepay printers. (Ray already explained ). While I agree in principle on the cleaning of uniforms, it's a contracted item, which BFD/BPD also have negotiated. Strike from all over but won't happen. ABSOLUTELY agree on a 100k travel budget.
I also believe they should expand the bus routes and charge sport user fees. Which I again know won't happen. There should be significant cuts at the Administration level. There are Deputy this, Assistant Deputy that. Huge salaries. And I believe we should be looking for another Super. One with a concentration on Budget. Yes a lot can be done, and more should be Done, yes I agree on your point there.

This is another reason you need people who understand these budget items
I have been doing finance for 2 decades in some form whether taxes, budgeting, mergers and acquisition, tax law
These are complex issues with complex solutions
I would start by cutting the asst housemaster positions, 10-15% cut in admin at central, probably have to discuss user fees etc

I'm sorry but I don't understand why the cleaning of a policeman's uniform is being paid for? Do they pay for the principals or teachers cleaning bill as well? Such stupid nonsense! Who creates these things?

How is it allowable that he can dangle City funds in exchange for job security for friends?
We may receive state funds if people are on benefits, but encouraging this for the school system works against the notion that we need working, tax-paying citizens to move here. I say cut from the top including admins. Hire a new superintendent who wants to demonstrate success. Discourage illegals. Live without organized sports and study more if you can't pay the fees (or play outside like most of us did.) A smaller school system is not necessarily a bad thing. With positive action we may be able to justify a higher commercial tax base. Do not vote for Carpenter, because it takes more than a carpenter to build a city. I drove through downtown several times the other day. On every corner I saw vagrants, most appearing able-bodied. Require jobs in exchange for tiered welfare rather than encouraging them to do nothing to qualify. Do not allow a non-profit or church in every strip mall. And you want to know what could help bring us out of debt? Enforce simple traffic rules. Give tickets and suspend licenses. I see enough people ignoring stop signs, blowing through red lights, texting while driving, etc. to generate a hefty revenue. As we demonstrate action and a safe environment people will come. As they do, addicts who want to hide in vacant buildings will be forced to leave. What made Brockton successful in the first place? I thought it was our factories and hard-working citizens despite their cultural differences (i.e. "diversity" to use the latest buzzword.) It certainly was not welfare. Why can't we learn from the past to propel an improved city into the future?
