The average MWRA yearly water bill is between $300 and $600. Sewer is completely separate and sewer bills are about 2/3 of the total cost if you have both. Brockton does not need sewer, only water. Also Brockton would only be buying enough to supplement Silver Lake not replace it. So its likely that less than 25% of your water would come from the MWRA.
