A 350-megawatt power plant – opposed by many local residents for nearly a decade – went before a group of Brockton officials, who examined the developer’s preliminary site plan in May.
Officials will take public comment during tonight’s planning board meeting, saying residents will have a chance to weigh in on the proposal.“It will be put into the record pertaining to site review,” said Shane O’Brien, staff planner for the city’s planning department.
Councilor-at-large Shaynah Barnes said tonight’s meeting is being held amid allegations that some city officials violated the open meeting law. Jeanne Holmes filed a complaint with the state attorney general's office on Sept. 30. Barnes said tonight’s meeting should be postponed until the allegations are reviewed.

When faced with a decision over whether to approve the site plan for a 350-megawatt Brockton power plant on Wednesday night, the Planning Board punted, expressing a need for more information before they could make their decision.
In a 3-2 decision, the board voted to continue the discussion until Tuesday, Dec. 1. The decision was met with a round of applause by the city residents in attendance, a crowd so large that it overflowed out of the G.A.R. Room, where the meeting was being held, and into the second floor lobby of City Hall. The Planning Board reached it’s decision to continue the matter until a later date based in part on a review of the proposed site plan conducted by Shawn Martin of Fuss & O’Neill, the outside engineering consultant hired by the board to review the project.
“What I’m suggesting to the board is you don’t have the right information that you need to make a decision,” Martin said, during Wednesday night’s meeting. In addition to responding to the concerns outlined in Fuss & O’Neill’s eight-page review, the board also asked J.K. Holmgren Engineering, Inc., the firm hired by Brockton Power LLC to design the power plant, to provide Martin with additional information including, a detailed list of chemicals that will be stored at the facility, the routes by which those chemicals will be transported through the city, spill plans, lighting plans and other assorted items.

During the public comment section, where those voicing arguments “for” the power plant were outnumbered by those “against” 18-2, the common refrains included: the uncertainty of the environmental impact, the safety concerns about moving and storing chemicals on and off the site, and the use of wastewater for the cooling towers.
Shortly thereafter, the board voted 4-2 to continue the motion to Dec. 1 with conditions that included Holmgren and Brockton Power Company LLC provide to Fuss & O’Neill: a lighting study, an elevation “birds eye view” map, a DEP study on air quality, a detailed list of the chemicals that would be kept on the site and the plan for transporting and storing these chemicals, a watershed map, a spill plan, and a stormwater pollution prevention plan.
Spears also added the condition that the meeting be held in City Council Chambers so that there is more space for the public who want to attend. Board members Reggie Thomas, Gary Keith, Ollie Spears, and chairman David Wheeler voted in favor of the continuance. Members Andrea Burton and Ross Messina voted against.

Yes, but less. Should not go past the first paragraph, and should be quoted. You shouldn't post the most pertinent information in the extract to get around the paywall. Meaning you can't pick the paragraphs and sentences to post. It should be the first paragraph or first few sentences.

And what kind of chemicals will be in the paint? and how will they transport the machine? Is there a backout plan in case of spilled paint or a flat tire?

What we see on Spark now is the whole site? I thought there had to be much much more on the paid side that I didn't have access to.
BTW, We have Fred Noonan as the Bridgewater correspondent. His unique humor, which I don't find funny at all, is now beginning to propagate on Bridgewater related facebook pages.

The new person Andrea was approved by CC. Assume was appointed by Carpenter?. I think there is only one spot left? They have to update their site. But if open spot, Carpenter should get that appointment going. And Wayne M has to recuse himself on all PP issues so he's a non-entity?
And I also assume there is more content or will be more content behind the Spark Paywall? If not it's a little light in content with all due respect.

Just looked at minutes - found first council reading and was referred to finance - finance favorable RECOMMENDATION to council - but - no vote at the Sept council meeting. If that is the case - "Houston we have a problem"

At the July Planning Meeting the Board voted to hire an engineering firm and took no Public comments and rescheduled to last nights meeting. Don't know if that's a factor?
